- 주제: Identifying Policy Effects with Multiple Treatment Timing and Spillovers: Evidence from Low-Cost Gas Station Program in South Korea
- Abstract: This paper examines the methodological challenges in identifying causal effects of a government-sponsored low-cost gas station program in South Korea. Using weekly and monthly panel data from the retail gasoline market, we face three key identification challenges: (1) endogenous treatment selection as stations voluntarily participate in the program, (2) staggered treatment timing where stations convert to low-cost status at different points in time, and (3) dual treatment structure where control group stations experience competitive pressure from nearby treated stations while treated stations directly receive the policy intervention. Our preliminary difference-in-differences estimation reveals that converting to a low-cost station reduces gas prices by approximately 30.65 KRW per liter. However, the interpretation of this estimate requires careful consideration given the complex treatment structure. We address these challenges by developing a framework that explicitly accounts for treatment effect heterogeneity across time and space. Our findings contribute to the growing literature on treatment effect estimation with staggered adoption and spillover effects, while also providing policy implications for government interventions in retail markets.
